Designing policy solutions to enable the mandatory acquisition of private sector data by public authorities, in order to support research, public policy and economic interventions.


COVID-19 exposed the cracks in the data governance ecosystem: companies possess the bulk of the world’s data, and the means to extract its value.


One potential intervention for redistributing the value of data equitably is the development of access to data mandates – policy mechanisms which empower governments to acquire access to private sector data for public interest uses. Designing feasible, practicable, rights-respecting access mandates is a key first step to realising this route.
